3 provisions identified: 2 benefits, 0 costs, 1 mixed.
For July 1, 2026–June 30, 2027, the law authorizes about $50.2 million for university pay, employer benefits, operations, equipment, improvements, and debt payments. Monticello receives authority for about $15.66 million in state spending and $27.58 million in cash-funded spending, including $2.5 million for capital improvements. McGehee has about $2.41 million in state funding plus $940,150 in cash funds; Crossett has about $1.80 million plus $1.004 million, respectively. The Center for Forest Business has $808,575 for pay, benefits, operations, travel, and contingency needs. Spending cannot exceed these appropriations or available funds, and both state and cash spending must follow state purchasing, accounting, salary, and Department of Finance and Administration controls.
From July 1, 2026, through June 30, 2027, Monticello can hire up to 790 temporary or part-time extra-help workers. McGehee and Crossett can each hire up to 36. Hiring is allowed when needed and must use money set aside for extra help. Pay cannot exceed the applicable rates under the Uniform Classification and Compensation Act or this law. These authorizations do not guarantee anyone a job.
From July 1, 2026, through June 30, 2027, the university can employ up to 645 regular employees across its units. The law caps employee counts and annual pay by job, including academic, administrative, campus service, and related positions. Annual salary ceilings include $299,358 for the chancellor, $207,742 for the provost, and $179,480 for a dean. Faculty examples include $154,477 for a nine-month professor and $129,312 for an assistant professor; the university police director's ceiling is $122,490. Shared job groups, including technology, payroll, maintenance, and custodial staff, also have employee limits and pay ceilings; these are maximums, not promised salaries.
