$30 million more for Arkansas agriculture facilities

The law adds $30 million for University of Arkansas Division of Agriculture capital improvements in fiscal year 2025–2026. This is in addition to funding under Section 4 of Act 899 of 2025. The money comes from cash funds defined by Arkansas Code 19-4-801 and must be legally available. Spending is limited to capital improvements and must follow state purchasing, accounting, budgeting, revenue, salary, and higher education spending rules. It must also follow other state fiscal controls and Department of Finance and Administration regulations. Spending must match the purposes documented in budget requests, recommendations, letters, or legislative committee records. The emergency clause makes the law effective upon passage and approval. Without governor action, it takes effect when the veto period ends; after a veto override, upon the final chamber’s override. No direct household payment or benefit is specified.
