Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Continued funding for minority business growth

Beginning July 1, 2026, the law renews $129,082 in spending authority from a 2025 appropriation. This supports the Arkansas Economic Development Commission's Minority and Women-Owned Business Loan Mobilization Revolving Fund. The money supports minority business growth and helps minority-owned businesses compete for state contracts. The law does not set individual loan amounts or new borrower eligibility rules.

Continued funding for Arkansas's development plan

Beginning July 1, 2026, the law renews up to $80,100 from the Development and Enhancement Fund. The Commission's Executive Director allocates this money to carry out Arkansas's economic development plan. Across the act, contracts and obligations cannot exceed available funds; grants, donations, federal funds, and uncommitted cash income can supplement funding. Existing restrictions prevent using maintenance and general operating funds for these purposes. Spending must follow state purchasing, accounting, budget, revenue, and other fiscal-control laws, unless another law provides otherwise. Funds must also follow the purposes reflected in the act's budget materials and testimony.

Continued grants for Arkansas community development

Beginning July 1, 2026, the law renews two development grant and loan allocations: up to $3 million and $375,000. The money comes from the Development and Enhancement Fund and is administered by the Arkansas Economic Development Commission. Eligible recipients include state agencies, cities, counties, community-based nonprofits, and other Commission-approved groups. Projects can support private-sector jobs through public works and job training, or address threats to public health and wellbeing. Funding also covers access to public industrial and technology parks, aerospace expansion, and technology-based development. Eligible work includes ports, rail, waterways, freight-transfer facilities, rail spurs, roads, environmental mitigation, and water and sewer systems. Industrial site work can include land, construction, renovation, and equipment. Another allocation provides up to $189,757 in matching funds or loans for eligible applicants seeking grants that require a match.
