From July 1, 2026, through June 30, 2027, the law provides $1.808897 million for the Arkansas Minority Health Initiative. The money comes from the Targeted State Needs Program Account, not as payments to households. It includes $558,554 for screening, monitoring, treatment, and outreach. Other amounts are $326,124 for salaries, $122,431 for employer benefit costs, $531,788 for operations, $20,000 for conferences and travel, and $250,000 for professional fees. Data processing and promotional items receive no funding. The law allows six regular positions: one accountant, two health program coordinators, one human resources coordinator, one fiscal support specialist, and one registered nurse. Spending requires prior approval from the Legislative Council or Joint Budget Committee and must follow state purchasing and budget laws. Budget transfers are barred except as allowed by this act. Allowed transfers between operating categories require a request to the Chief Fiscal Officer and prior Legislative Council approval, without increasing total funding. Transfers from capital spending or data processing require specific legal authority, except data processing transfers justified by the state's Office of State Technology.
From July 1, 2026, through June 30, 2027, the Commission must inform workers about limits on tobacco settlement funding. New and current employees in settlement-funded positions must receive these disclosures. The information must also appear in employee handbooks or professional services contracts when applicable. The state has no obligation to keep funding these positions when settlement money expires or falls short. Replacement state money requires both a General Assembly appropriation and the Governor's approval; the law does not automatically end jobs.
