More university building funds, with review
The Arizona Board of Regents can authorize up to $1.125 billion in university lease-to-own and bond deals, up from $800 million. Two allocations are $162.5 million each, beginning in fiscal years 2025-2026 and 2026-2027; each university must receive 25% to 45% of each allocation. The Board must send each covered project’s scope, purpose, and estimated cost to a review committee. It cannot distribute project money before the committee approves it, no later than its second meeting after submission.
More time for officer family scholarships
The law keeps the tuition scholarship for law enforcement officers’ spouses and dependents open through June 30, 2027. Applicants must be Arizona residents when applying and while receiving the scholarship; dependents must be under 27. The officer must live and work in Arizona as a peace or correctional officer. University students must be physically present in Arizona during each scholarship semester. After June 30, 2027, the program ends and unspent, uncommitted money goes to the state general fund.
More paths into teacher aid
Community colleges can qualify for the Arizona Teachers Academy if they offer a post-baccalaureate teacher-certification program and have an agreement with the Arizona Board of Regents. The Teachers Academy Fund also receives money deposited under two state laws. The law does not state the amount of those deposits.
More college aid from surplus funds
Beginning July 1, 2025, the Arizona Board of Regents must distribute eligible surplus money by June 30 each year. After scholarships and other required distributions, remaining money goes 30% to the Teachers Academy Fund, 60% to the Arizona Promise Program Fund, and 10% to the Community Colleges Promise Program Fund. The law does not state the dollar amounts.
More investment earnings for military spouses
Beginning July 1, 2025, after the Arizona Board of Regents gives notice, the State Treasurer must invest money in the Spouses of Military Veterans Tuition Scholarship Fund. Investment earnings go back into the fund. The law does not state the investment returns or scholarship amounts.
More support for community colleges
The Community Colleges Promise Program Fund receives legislative appropriations and money deposited under state law. For fiscal year 2025-2026, state aid also supports community college operations, science and math programs, and workforce programs. The law does not state the aid amounts or direct payments to students.
New classroom display rules
The Arizona Board of Regents must display a qualifying U.S. flag in each classroom under its control. A readable copy of the U.S. Constitution and Bill of Rights must hang next to it. The rule does not create a direct household payment or benefit.
Less state matching for student aid
For fiscal year 2025-2026, each dollar raised through the student registration fee surcharge may receive less than $2 in state matching money for student aid. The law does not state the actual match or total funding.
