Starting January 1, 2027, any local special tax to impose, extend, or raise must win a two‑thirds vote. This also covers taxes put on the ballot by voter initiative. The law also bars new local taxes on real property based on a home’s value (ad valorem), with a narrow exception already in the state Constitution. These rules make new or higher local taxes less likely for homeowners and renters statewide.
