Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Traffic convictions limit repeat state prosecution

After a municipal traffic conviction, the state cannot charge or try you for the same or a similar offense from that event. A conviction does not block state prosecution for conduct from a different incident.

Local authorities can enforce vehicle registration

Colorado local authorities can enforce state registration rules for vehicles, trailers, and semitrailers within their areas. They cannot require owners to register separately with the local authority. Local charges enforcing state law must identify the state law section and state court jurisdiction. The law takes effect 90 days after legislative adjournment and covers offenses committed on or after that date. A referendum petition delays this timing; voter approval in November 2026 makes the law effective upon the governor's vote declaration.

Late registration tickets can be dismissed

Courts may dismiss covered registration tickets when the vehicle was unregistered for no more than four months at the violation. The owner must register before the first court date listed on the ticket or summons. Municipal courts also require a $30 dismissal fee. Dismissal is not guaranteed. Officers must explain this option aloud unless electronic notice on the ticket is available. The Department of Revenue must adopt forms and rules; court records and department hearing reports must track waiver counts and amounts.
