Trailer fees support roads and vehicle services

The $55.82 long-term trailer registration fee supports registration services, roads, bridges, and tunnels. The department or its agent may keep $2; $1.50 goes to the registering county’s Road and Bridge Fund. Of the fee, $0.50 goes to the Colorado DRIVES Vehicle Services Account, $2.50 to the License Plate Cash Fund, and $5 to the Statewide Bridge and Tunnel Enterprise Special Revenue Fund. Another $16 goes to the Highway Users Tax Fund under a specified allocation, and that fund also receives the remaining fee money. The law also lists DRIVES funding sources, allows interest and income, requires annual legislative appropriations, and keeps unused, uncommitted balances in that account rather than transferring them elsewhere.

Long-term trailer registration requires upfront payments

For registrations made starting January 1, 2028, owners of class B or class D personal-property trailers can choose registration lasting until ownership changes. Owners pay a $55.82 registration fee and prepay two years of annual specific ownership tax. Registration expires when ownership transfers, and the owner must notify the Colorado Department of Revenue. The department issues a plate without a validating sticker or tab and must explain the transfer-notice requirement directly and online. The law takes effect July 1, 2027; a referendum petition makes that date dependent on voter approval in November 2026.
