3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Colorado State removes veterinary student caps

The law removes Colorado State University's 308-student cap and related limits tied to 548 students and 45% of each admitted class. These limits covered students without Colorado or cooperative-state funding for program costs when selected for admission. Removing the caps expands possible access but does not guarantee admission. The law's effective-date rule is 12:01 a.m. after the 90-day period following the 2025 session's final adjournment. A referendum petition filed during that period requires voter approval in November 2026 before the law takes effect. In that case, the effective date is the governor's official declaration of the vote.

Veterinary students lose $1,001 equipment fee

The law removes the $1,001 equipment and renovation fee for affected Colorado State University veterinary students. This applies to cooperative-state students and students classified as accountable students who were subject to the fee. The change does not eliminate the separate support fee for Colorado's instructional costs.

Hospital fees still support veterinary borrowing

The law preserves a special hospital fee tied to accountable students in Colorado State University's veterinary program. The university's board can arrange financing for veterinary hospital buildings and equipment. It can pledge hospital fee revenue to repay that money, plus interest. The law removes much of the former detailed fee and financing rules while keeping this authority. No specific hospital fee amount is provided.
