Colorado reimburses participating providers for up to 26 mental health sessions yearly for eligible veterans living in Veterans Community Living Centers. Extra sessions require a provider to document their need and depend on available state money. Covered complementary care includes acupuncture, healing touch, massage, acupressure, and craniosacral therapy from qualified providers, also subject to funding. Providers must be available for at least four sessions for each veteran they accept. The state sets one uniform payment rate for both in-person and telehealth sessions. The first $600,000 appropriated each state fiscal year must serve eligible veterans. The Division of Veterans Affairs checks provider eligibility and tells providers how many covered sessions remain after each payment. The Behavioral Health Administration posts participating providers online.
Colorado's Behavioral Health Administration awards local nonprofits grants to start or expand behavioral health programs for service members, veterans, and families. Applicants must show they serve local military needs, use proven care methods, and train staff to understand military life. They must also have verifiable community partnerships across stages of care. Priority goes to operating support for projects with prior capital investments, culturally competent care, measurable impact data, and established military-group collaboration. Recipients that keep meeting state performance measures may receive more operating grants without applying again. The Administration's commissioner must set grant rules and performance measures.
For state fiscal year 2025–26, the law cuts $5 million from specified funding for Colorado's veterans mental health program. This is money passed from Human Services, for the Behavioral Health Administration, to the Division of Veterans Affairs. The cut does not apply if that appropriation is below $5 million or the annual budget contains no such appropriation. The provision takes effect only if the 2025–26 annual budget act becomes law. It starts on the later effective date of this law or that budget act.
