Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Alternative campuses can count older students

Colorado expands part of its high-risk student definition to include parents and pregnant students through age 21. They must be enrolled in a Colorado public school; the previous age limit was under 20. Alternative education campuses can also count high-risk students who are 21 or younger on the official enrollment count day. Those students must have enough credits to qualify for a diploma by the end of that school year.

Alternative campuses gain grant priority and tracking

Colorado's education department must give alternative campuses priority points for state education grants they qualify for and whose requirements they meet. The points do not guarantee an award. Beginning September 2025, the department must prepare and post annual reports covering enrollment beyond the October count and transfers into and out of campuses. Reports must also break down students by age, race and ethnicity, multilingual learner status, and special education status. For fiscal year 2025–26, the law provides $9,613 from the General Fund for School Quality and Support, based on an added 0.1 full-time-equivalent position; the money may support accountability and improvement planning to carry out the law.

Small alternative campuses keep their status

Colorado alternative education campuses with fewer than 250 students gain protection against losing their designation. A campus must meet the required 90% threshold in one school year. It can miss that threshold by no more than three students the next year. It must meet the threshold again the following year to keep this protection.
