Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Renters gain pet rights, with possible charges

Affordable housing receiving Colorado Division of Housing financing on or after January 1, 2026, must allow tenants up to two pets. This covers dogs and cats kept for companionship, not commercial purposes, and bans breed prohibitions and weight limits. Developments may set reasonable rules for dangerous dogs, nuisances, leashes, waste removal, and liability insurance. They may also charge pet deposits or rent, subject to state limits. State and local health, animal-control, and animal-cruelty laws still apply, along with applicable state housing agency rules.

Dog owners gain home insurance protections

Colorado insurers cannot deny, cancel, refuse to renew, or raise premiums just because of a resident dog's breed or breed mix. Covered policies include homeowners, dwelling fire, commercial multifamily, and residential contents insurance for owner-occupied or rented homes. Insurers may still act when the particular dog is known or legally declared dangerous, using sound risk and pricing principles. The protection applies to policies issued or renewed on or after the law's effective date; the source gives no exact date.
