Bill Overview

Analyzed Economic Effects

4 provisions identified: 4 benefits, 0 costs, 0 mixed.

Clearer transition notices for Medicaid long-term care

Colorado must notify affected Medicaid members about transition timelines when a long-term care service ends or loses coverage. This applies to members who still meet the program's care-needs and financial requirements. The state must confirm the timeline with federal Medicaid officials and tell the affected member. This notice does not guarantee that the service continues.

Fewer signature requirements for Medicaid therapy plans

Colorado's Medicaid department cannot require extra signatures beyond federal rules for doctors or practitioners certifying therapy plans. This applies to physical, occupational, and speech therapy plans of care. The limit may reduce paperwork, but it does not change coverage or guarantee payment for therapy.

Fewer design rules for small assisted-living homes

Assisted-living homes with fewer than 19 beds are exempt from Facility Guidelines Institute design standards, except for new construction or major renovations. Major renovations include additions or changes affecting the building's structural strength. Routine nonstructural work is excluded when it adds no beds and does not substantially change building systems. Homes must still follow fire codes, local building codes, and other legal standards.

Updated billing guidance and Medicaid payment deadlines

Colorado's Medicaid department must review and update its general billing manual annually using existing review resources. The manual must include needed medical billing codes, called CPT codes, or link to the department's code list. Beginning January 1, 2026, managed care plans must pay contracted providers within one year after a rate update requires claims reprocessing. The department must notify plans of rate changes within 60 days. These deadlines cover provider payments, not payments to Medicaid members.
