Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Drivers get clearer school bus stopping rules

Drivers do not have to stop for a school bus on a different, physically separated roadway. A raised or depressed median, physical barrier, or other space that physically divides the roadways qualifies. A painted median alone does not qualify for this stopping exemption.

School bus camera contracts cannot require quotas

State and local agencies cannot base school bus camera vendor payments on any share of fines collected. Payments must reflect the value of equipment or services, not citations or revenue alone. Contracts cannot require violation, notice, or revenue quotas as a condition of continued camera use.

Drivers face school bus cameras and fines

Colorado state and local agencies can install enforcement cameras on school district buses with school-board approval. Drivers who illegally pass a stopped bus with its warning lights on face civil penalties up to $300, including fees. Notices must go to the vehicle’s registered owner, and photos must show both the vehicle and license plate. An electronic light indicator counts as evidence that the lights were on and the bus was stopped for children. That evidence can be challenged. Covered school buses must display “SCHOOL BUS” on the front and rear and have the required warning lights. The law also allows camera enforcement of other traffic rules, including speed limits and bus or bicycle lane restrictions. These changes apply only to violations on or after the law’s effective date; the supplied text gives no calendar date.
