Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Revenue cap limits shoppers’ delivery fees

The Community Access Enterprise must lower its delivery fee when needed to keep initial five-year revenue at or below $100 million. That period ends June 30, 2026; reductions can cover all or part of a fiscal year. The enterprise can adjust its fee without waiting for state delivery fee changes, and later maximum fees remain unrestricted by this cap. It must notify the Department of Revenue within 30 days of deciding on a reduction. The department must publish the lower fee on the next month’s first day, no later than 60 days after notification.

Broader funding uses support electric vehicle adoption

The Colorado Energy Office can use the Electric Vehicle Grant Fund for policy, operations, and administration supporting electric vehicles. Allowed work covers vehicle adoption, charging, affordable clean charging electricity, and charging rule development and enforcement. For 2025–26, the law provides $225,320 to the labor department’s Division of Oil and Public Safety to carry out the law. This includes $87,844 for staff, based on 1.2 additional full-time positions, and $137,476 for operating costs. The money comes from the grant fund through the Governor’s Office and Colorado Energy Office.

New standards for public vehicle charging

Colorado’s Division of Oil and Public Safety must adopt charging equipment and sales rules by July 1, 2026. Covered public stations charge wholly or partly by electricity delivered; operators must meet minimum equipment and sales standards. The division must consult the Colorado Energy Office before starting or changing rules. Enforcement starts July 1, 2027, for stations installed on or after July 1, 2026; older stations follow rule-set deadlines. Stations owned, maintained, or used by a public utility are exempt.
