Tighter registration rules for electrical apprentices

Beginning January 1, 2027, Colorado electrical contractors face new apprentice registration rules. Covered registered apprenticeship programs must train apprentices only for the federally recognized electrical occupation, code 47.2111. This requirement excludes apprentices trained directly by contractors or through electrical programs not registered with federal or recognized state apprenticeship agencies. After a board notice of noncompliance, contractors have 30 days to provide proof of eligibility. Registration stays active if eligibility is verified within 60 days after notice; otherwise, the board must remove it, barring electrical apprentice work. The law also provides for registration renewal at least every 12 months and a possible fee for database maintenance. The state must publish qualifying electrical program lists quarterly, and the board can sanction employers for ongoing noncompliance.

Tighter registration rules for plumbing apprentices

Beginning January 1, 2027, Colorado plumbing contractors face new apprentice registration rules. Covered registered programs must train apprentices for federally recognized plumbing or mechanical-related occupations: codes 17.3013, 47.2152, or 49.9021. This requirement excludes apprentices trained directly by contractors or through plumbing programs not registered with federal or recognized state apprenticeship agencies. After a board notice of noncompliance, contractors have 30 days to provide proof of eligibility. Registration stays active if eligibility is verified within 60 days after notice; otherwise, the board must remove it, barring plumbing apprentice work.

State agencies must check apprentice eligibility

Colorado's apprenticeship agency and Department of Regulatory Agencies must establish data-sharing agreements by July 1, 2027. This duty applies only when existing resources or sufficient gifts, grants, or donations are available. The agreements help boards check whether electrical and plumbing apprentices meet the occupation requirements for registration.
