Clearer bill limits for self-pay patients

Colorado law clarifies how much a final health-care bill can exceed a self-pay estimate. The allowed increase is the smaller of 15% of the estimate or $400—not a $400 total bill limit. Existing exceptions remain for medical emergencies and additional, unforeseen, medically necessary services. Before providing those services, providers must make reasonable efforts to get consent if added costs exceed 15% or $400. Consent must come from the patient or, if the patient is incapacitated, an authorized agent. The law takes effect at 12:01 a.m. the day after the 90th day following final legislative adjournment. A referendum can delay this until voter approval at the November 2026 election and the governor’s official vote declaration.
