Initiative sponsors must compare repeated drafts

Initiative sponsors must submit a comparison chart with their title-setting materials after submitting at least five drafts on the same subject. This rule applies when all drafts name the same representative within one initiative cycle. The chart must describe or show the differences. Each cycle starts 12 days before the first Wednesday in December after a general election and ends the voting year's third Wednesday in April. The requirement applies to drafts submitted on or after the law's effective date.

Voters get clearer tax increase estimates

For ballot measures proposing tax increases, the Legislative Council research director must estimate maximum state and local revenue and spending changes for the first full fiscal year. The statement must also estimate spending without the increase, and the Council's Executive Committee must consider it when preparing ballot booklet information. These booklet rules apply to drafts submitted on or after the law's effective date. Legislative fiscal notes must estimate maximum revenue changes for the first full fiscal year and, for phased-in increases, the final full fiscal year. For measures placed on ballots on or after the effective date, ballot questions must state the first-year amount—or the final-year amount for phased-in increases.
