Bill Overview

Analyzed Economic Effects

8 provisions identified: 0 benefits, 6 costs, 2 mixed.

Semiautomatic gun limits with training exceptions

Beginning September 1, 2025, Colorado bans knowingly making, distributing, selling, transferring, or buying specified semiautomatic guns, with exceptions. Covered guns include semiautomatic rifles and shotguns with detachable magazines, plus gas-operated semiautomatic handguns with detachable magazines. Exclusions include many .22-caliber-or-smaller rimfire guns, manually operated guns, and guns permanently limited to fixed magazines holding 15 rounds or fewer. Certain recoil-operated guns, permanently disabled guns, and qualifying antiques, curios, and relics are also excluded. Training preserves a path to covered purchases: certified hunter education plus a basic safety course within the prior five years, or an extended safety course within that period. An older extended course also qualifies when paired with a basic course completed within five years before purchase. Other exceptions cover official duties, repairs, instruction, inheritance, historical collections, forensic work, and blank-only film use. Sales or transfers to out-of-state residents or federally licensed dealers are also allowed. A first violation is a Class 2 misdemeanor; a second or later violation is a Class 6 felony. These penalties apply to offenses committed on or after September 1, 2025.

Gun convictions bring broader firearm restrictions

Beginning September 1, 2025, Colorado must deny gun transfers after a covered misdemeanor conviction within the prior five years. Covered convictions involve unlawful making, distribution, transfer, sale, or purchase of specified semiautomatic guns. Equivalent out-of-state, military, and federal convictions also count when the offense was committed on or after June 19, 2021. A felony conviction or adjudication for the covered conduct bars possessing, using, or carrying firearms and other weapons covered by the law.

Higher penalties for large-capacity gun magazines

For offenses committed on or after September 1, 2025, selling, transferring, or possessing large-capacity magazines carries a higher penalty. The offense rises from a Class 2 misdemeanor to a Class 1 misdemeanor. The magazine law's existing exceptions still apply.

Rapid-fire devices face dangerous-weapon rules

Beginning September 1, 2025, Colorado classifies rapid-fire devices as dangerous weapons. The definition covers devices, parts, kits, tools, accessories, or combinations that increase a semiautomatic gun's firing rate above normal. This replaces the prior reference to machine-gun conversion devices and brings covered devices under the state's dangerous-weapon law.

Gun course fees fund training records

Beginning September 1, 2025, Colorado Parks and Wildlife must operate a statewide eligibility-card and course-completion record system. It is not a record of gun purchases or transfers. Instructors use it to check cards and report completions; licensed dealers can check training required for covered gun purchases. Each basic or extended course student pays a record fee, which instructors collect and send to Parks and Wildlife. The commission sets the fee to cover actual direct and indirect operating costs and can adjust it only once yearly. The law states no dollar amount. Fees enter a dedicated state cash fund, available through legislative appropriation to operate the system.

Gun safety students face in-person requirements

Basic and extended gun safety courses must be entirely in person, with no online instruction. Students need a valid eligibility card and must pay the course-record fee before enrolling. Basic courses require at least four hours and an exam score of at least 90%. Extended courses require at least 12 hours over at least two days. Courses cover safe handling, storage, child safety, mental-health risks, extreme risk protection orders, and victim awareness. Instructors must be verified by a sheriff, check each student's card, and report completion within three business days.

Gun dealers lose permits after convictions

Beginning September 1, 2025, the Department of Revenue must revoke a dealer's state firearms permit after a covered conviction. Covered conduct is unlawfully making, distributing, transferring, selling, or buying a specified semiautomatic gun.

Five-year cards control gun course access

Sheriffs must issue five-year course eligibility cards to applicants who meet firearm-possession requirements after fingerprint-based background checks. Applicants submit two complete fingerprint sets in a county where they live, keep a second home, or own or lease business property. Sheriffs forward fingerprints for state and federal checks and do not keep them. Applicants pay fingerprint-processing fees and any sheriff processing charge; denied applicants receive no refund. Sheriffs must deny or revoke cards when firearm-possession requirements are not met. They may also deny or revoke cards based on documented behavior supporting a reasonable belief of danger to the person or others.
