Easier access to free Colorado IDs

Colorado’s Necessary Document Program adds residents affected by natural disasters to those eligible for identity, status, or citizenship document help. It also serves domestic violence victims, low-income residents, people with disabilities, people experiencing homelessness, and elderly residents. Beginning July 1, 2027, eligible residents can get covered documents free, without physical vouchers, while appropriated program money remains available. Participating motor vehicle offices, mobile units, authorized representatives, and vital records offices provide this access; covered motor vehicle fees are also waived when program appropriations or accepted gifts, grants, or donations are available. Applicants can state that they qualify, but must still meet existing identity verification rules.

Annual funding supports free document help

The law requires an annual General Fund appropriation of up to $300,000 for Colorado’s Necessary Document Program. Up to $15,000 pays the Office of Health Equity’s direct and indirect program administration costs. The public health and revenue departments receive repayment based on actual documents issued, until appropriated money runs out. The office can also seek, accept, and spend public or private gifts, grants, and donations for the program.
