City utilities can join bill-aid program

Colorado’s city-owned electric and gas utilities can join the unclaimed utility deposits program by notifying the Colorado Public Utilities Commission. Participating utilities come under the program’s rules and commission oversight. The program uses deposits left unclaimed for more than two years to help income-qualified households pay electric and gas bills. The law does not directly change customer deposit amounts or household eligibility rules. It takes effect 90 days after final legislative adjournment unless a referendum petition is filed. If filed, voter approval at the November 2026 general election is required. The law then takes effect on the date of the governor’s official declaration of the vote.
