Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Fraud refunds for first crypto kiosk transactions

Beginning January 1, 2026, Colorado kiosk customers can cancel a qualifying first virtual currency transaction and receive a full refund. The transaction must go to a virtual currency wallet or exchange outside the United States. Law enforcement must determine that the transaction was fraudulent. The operator must pay the full refund at its own expense within 72 hours after notice of that determination. The law-wide referendum timing exception described above also applies.

Clearer information for crypto kiosk customers

Beginning January 1, 2026, operators of virtual currency kiosks physically in Colorado must clearly display required disclosures in English. Before transactions, customers must receive risks, fraud warnings, fees, exchange rates, reversal rules, and comparisons with market prices. Account terms must explain responsibility for unauthorized transactions, information sharing, statements, and valuations; customers must acknowledge all required disclosures. After each transaction, an electronic receipt must show operator contacts, transaction details and identifiers, fees, applicable exchange rates, delivery responsibility, and refund rules. For all protections and limits described here, a referendum petition filed within 90 days after final adjournment delays the challenged provisions: they take effect only with approval at the November 2026 general election, when the governor officially declares the vote.

New crypto kiosk customers face daily limits

Beginning January 1, 2026, Colorado kiosk operators must limit each new customer to $1,000 in total transactions per day. The limit applies during the first seven days after the customer's first transaction with that owner or operator. After seven days, the customer is no longer subject to this new-customer limit. The law-wide referendum timing exception described above also applies.
