Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Extra funding covers past Medicaid care costs

The law provides about $204.13 million to cover Medicaid medical and long-term care spending above Colorado’s 2023–24 budget. This includes about $147.62 million from the General Fund. Another $56.51 million comes from the Healthcare Affordability and Sustainability Fee cash fund. This money covers existing services, not a new program or a set payment to each person.

Extra funding covers adult support services

The law covers spending above Colorado’s 2023–24 budget for adult services and disability case management. It provides about $6.18 million from the General Fund for adult comprehensive services. The Healthcare Affordability and Sustainability Fee cash fund supplies about $1.27 million for adult supported living services. That fund also supplies $460,535 for case management for people with disabilities. These amounts cover existing services without changing who qualifies or setting individual payments.

Provider funding and health budget restrictions eased

The law provides about $11 million from the Healthcare Affordability and Sustainability Fee cash fund for 2023–24 safety net provider overspending. It also provides $657,795 from the Primary Care Fund for the primary care program. For 2024–25, it changes Colorado health department funding and lifts restrictions on the listed amounts and budget items. The available text does not reliably show the full 2024–25 amounts or which services gain or lose funding. The law takes effect immediately.
