Colorado creates the Legislation Inside Advisory Council to recommend changes on issues affecting incarcerated people. Its 40 voting members must remain incarcerated throughout their terms. Members must represent men’s and women’s facilities, different security levels, and Colorado’s demographic diversity when practical. Four nonvoting lawmakers and the corrections director or a designee also serve. Initial applications must be accepted by October 1, 2025, with appointments by December 31, 2025. The council and corrections department must adopt a terms policy by April 1, 2026, and appoint membership by October 1, 2026. The special 2025 appointment process expires July 1, 2027. The nonprofit must share council news through publications, news outlets, public-awareness campaigns, and a website. Annual reports begin January 2027 and cover issues, recommendations, and implementation results. A review committee has five voting lawmakers and five nonvoting council members, with legislative appointments due each April 1 beginning in 2026. Between regular legislative sessions, it can meet three times and recommend up to three bills. Travel requires Legislative Council Executive Committee approval.
The council and Legislative Council director must select a nonprofit through a proposal process by September 1, 2025. They must consult corrections officials about requirements for working with incarcerated people. The nonprofit provides staff, administrative help, and custody of council money through June 30, 2030. It bears its contract costs; the law states an intent to provide no General Fund money for that contract. Gifts, grants, and donations can support the council, and donated funds are outside legislative appropriation. New proposal rounds are due April 15, 2030, and every second April 15 afterward. Contracts start the following July 1, last two state budget years, and allow one two-year extension subject to another proposal round. Corrections must provide staff, meeting space, and communication technology within existing resources. Other state and local agencies must help when consistent with their duties and law. Legislative council members receive meeting pay under existing interim-meeting rules, subject to appropriations. Incarcerated members serve without pay but may receive reimbursement for council-related expenses. Voting review committee members receive pay under existing law; nonvoting members may receive expense reimbursement when funds are available.
