Bill Overview

Analyzed Economic Effects

4 provisions identified: 3 benefits, 1 costs, 0 mixed.

Private plans cover full abortion costs

Beginning January 1, 2026, individual and group health plans issued or renewed in Colorado must cover abortion care’s total cost. Employers are exempt from providing this coverage when it conflicts with their sincerely held religious beliefs.

Public health programs add abortion coverage

Beginning January 1, 2026, specified state family planning programs include abortion care provided during or following a family planning visit. Services reimbursed under the Medicaid family planning provision have no deductible, copay, or coinsurance. The Children’s Basic Health Plan must also cover abortion care for all pregnant enrollees.

State funds support public abortion care

Beginning January 1, 2026, abortion care under title 25.5, articles 4–6 must be paid with Colorado state funds only. For budget year 2025–26, the state provides $2.9288 million for other medical services, which can include abortion care. Beginning January 1, 2026, the state controller can approve spending above the health department’s budget for specified abortion services. This requires the governor’s approval. The spending authority applies on or after May 1 and before the 45th day after the budget year ends.

Medicaid and children’s health budgets shrink

For budget year 2025–26, Medicaid medical and long-term care funding falls by $1.415236 million from Colorado’s general fund. The change assumes $1.576048 million less in federal funds. Children’s Basic Health Plan medical and dental funding falls by $36,669 from the general fund and $41,650 from the healthcare affordability and sustainability fee fund. That change assumes $145,449 less in federal funds. These budget changes do not themselves change patients’ eligibility, covered services, or out-of-pocket costs.
