Rural treatment and related surcharges continue longer

Colorado extends its rural alcohol and substance abuse program from September 1, 2025, to September 1, 2030. This keeps support for rural prevention, treatment, and detox services, including help for youth. Related criminal and traffic surcharges also continue until September 1, 2030, keeping costs for people subject to those penalties. The dedicated fund splits money equally between youth services and detox accounts, unless a donor or grant specifies another split. State lawmakers approve spending each year, and the Behavioral Health Administration runs the program. Interest and unused balances stay in the fund until the final transfer. On August 30, 2030, money neither spent nor committed goes to the state's general fund. The law sets its effective time at 12:01 a.m. the day after the 90-day period following the 2025 session's final adjournment. A referendum petition blocks that start unless voters approve the law in November 2026; effectiveness then begins with the governor's official declaration.
