Bill Overview

Analyzed Economic Effects

7 provisions identified: 0 benefits, 6 costs, 1 mixed.

Most interim lawmakers lose expense payments

During the 2025 interim, Colorado legislators appointed to committees created by law receive no daily allowance or travel expenses for meetings. Three committees are exempt: Wildfire Matters Review, Water Resources and Agriculture Review, and Transportation Legislation Review. Legislators retain expense payments only for meetings of those exempt committees. The restriction does not change base pay, and it expires July 1, 2026.

Colorado health oversight work pauses

During the 2025 interim, Colorado's statewide health care review committee cannot meet or take field trips. The health insurance exchange oversight committee cannot report to the Legislative Council or recommend legislation. These restrictions end July 1, 2026. They do not directly change health insurance eligibility, coverage, or premiums.

Colorado lawmakers face interim work limits

During the 2025 interim—the period between regular sessions—the Legislative Council cannot prioritize interim committees or approve task forces. The Executive Committee can still approve an interim committee by resolution. Each interim committee can request up to five bill drafts and recommend up to three bills for the 2026 session. These limits end July 1, 2026.

Emergency and jail oversight committees pause

Colorado's legislative emergency preparedness committee cannot meet or recommend legislation during the 2025 interim. The jail standards oversight committee also cannot meet during that period. These restrictions end July 1, 2026. They do not directly change emergency services or jail standards.

Colorado legislative funding and staffing shrink

For state budget year 2025–26, the law cuts Colorado legislative department funding by $267,807. Cuts total $17,424 for the General Assembly, $137,042 for the Legislative Council, and $113,341 for the Committee on Legal Services. Staffing falls by 1.9 full-time-equivalent positions at the Council and 1.5 at Legal Services, totaling 3.4. The law does not specify a direct change to household payments or services.

Colorado tax review groups pause work

During the 2025 interim, Colorado's tax policy oversight committee cannot meet or recommend legislation. It also cannot submit its annual report on or before January 1, 2026. The sales and use tax simplification task force cannot meet and does not have to report for that interim. These restrictions end July 1, 2026. They do not change tax rates or household tax bills.

Pension reviewers pause work and pay

During the 2025 interim, Colorado's pension review commission and its subcommittee cannot meet. Legislative subcommittee members no longer have to attend the outside meetings and hearings covered by this rule. The subcommittee also does not have to complete its review and reporting duties for that period. Legislative members who attend those outside meetings or hearings receive no per diem pay. These rules end July 1, 2026, and do not change pension benefits.
