Lower prison call costs with access limits

Colorado’s Department of Corrections covers 35% of eligible prison communication costs from July 1, 2024, through June 30, 2025. Its share rises to 75% beginning July 1, 2025, and 100% beginning July 1, 2026, onward. Video calls, email, and messaging are excluded. Access is limited to what routine prison operations require. The law also provides about $1.44 million from the General Fund for prison telephone calls in fiscal year 2025–26.
