Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

Institute contributors get proportional refunds

The law requires refunds if gifts, grants, donations, or student contributions remain in the institute's cash fund on July 1, 2025. The Colorado Department of Education must work with the host institution and advisory committee to return money by August 30, 2025. Refunds must be made to the extent possible. Each grantor, donor, or student receives a proportional share based on their share of total contributions deposited.

Colorado students lose summer leadership program

The Colorado Student Leaders Institute cannot operate during the 2025–26 state fiscal year. The law repeals the program on September 1, 2026. This ends access to its competitive, four-week summer program for students entering 10th or 11th grade.

Unused institute funding returns to state

The law removes the institute's annual appropriation provision but allows the State Board of Education to accept and spend public or private gifts, grants, and donations. Its cash fund remains continuously available for program spending and keeps interest and unused balances until required transfers. Unused, uncommitted state appropriations return to the General Fund on June 30, 2025; 2024–25 appropriations cannot carry forward. If cash remains on August 31, 2025, the Treasurer must transfer all unused, uncommitted money to the General Fund. That transfer must occur before the cash fund's repeal on September 1, 2026.
