Disability therapy program continues until 2030

Colorado continues the Complementary and Integrative Medicine program beyond its pilot stage, moving its sunset from September 1, 2025, to September 1, 2030. The law extends eligibility to people completely unable to walk independently because of multiple sclerosis, brain injury, spina bifida, muscular dystrophy, or cerebral palsy. Participants must agree to join and show a current need under state rules. Services depend on federal waiver approval and adequate funding; without enough funding, the department need not seek approval or implement the program. The law also requires seeking federal approval for a Medicaid buy-in for adults eligible for home- and community-based services, including the spinal cord injury waiver and this program. It sets January 1, 2023, as the approval-request deadline and requires implementation within three months after approval.

Colorado funds Medicaid care and administration

For state budget year 2025–26, Colorado provides $1.214019 million for Medicaid medical and long-term care services to implement the law. It also provides $66,637 for the health care department’s executive office: $65,487 for staff and $1,150 for operating costs. Both amounts come from the general fund. The law anticipates another $1.214019 million and $66,637 in federal funds for the same purposes. These funds support services and administration, not a stated payment or benefit increase for each person.

Therapy participants must use licensed providers

The complementary care program covers only chiropractic care, massage therapy, and acupuncture delivered by licensed providers. Providers with certification but no license no longer qualify to deliver covered services. This narrows the provider choices available to participants.
