Protected funding for disability Medicaid buy-in

Effective May 1, 2025, Colorado creates a protected fund for Medicaid buy-in programs for people with disabilities. Participant premiums, cost-sharing payments, and investment income go into this fund. Program spending requires annual legislative approval, and money cannot be moved to unrelated funds or uses. The old fund’s balance transfers June 30, 2025; the old fund ends July 1, 2025. The law also shifts about $1.11 million for fiscal year 2024–25 and $6.66 million for 2025–26 between funds without increasing total appropriations. A new five-member board advises on premiums and program details. It includes one person with a disability, two disability advocacy representatives, and two state agency employees. The Governor appoints members after May 1, with Senate approval, for four-year terms. Members receive no pay, but the fund covers necessary expenses. These funding and board changes do not themselves change premiums, eligibility, or benefits.
