Colorado replaces its title insurance commission

The law ends Colorado’s Title Insurance Commission effective September 1, 2025, and creates a nine-member advisory group. The insurance commissioner keeps regulatory authority. The public can attend and participate in the group’s meetings. Two regular meetings require the commissioner or a representative to attend, within a yearly total of four to eight meetings. The first regular meeting must occur by January 31. The second must occur June 1 through July 31, unless the commissioner proposes and accepts another time. The commissioner must answer the group’s formal written proposals or recommendations in writing. The group faces sunset review and is scheduled to end September 1, 2029, unless extended by law. These changes do not directly change title insurance prices or household taxes or benefits.
