Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 1 costs, 1 mixed.

Residential child Medicaid care stays outside managed care

The law keeps Colorado’s residential child health-care program services outside statewide Medicaid managed care. Counties can no longer include these services through a written agreement with the managed care entity and state department. This changes how services are managed; it does not itself end services or Medicaid eligibility.

Medicaid residential treatment moves into managed care

The law temporarily excludes certain residential treatment services from statewide Medicaid managed care for members in county human or social services custody. This covers qualified residential treatment programs and psychiatric residential treatment facilities; the exclusion ends July 1, 2026. Colorado’s Medicaid department must develop transition policies by December 1, 2025, and put them in place by July 1, 2026. It must work with the Department of Human Services, Behavioral Health Administration, and relevant stakeholders. Policies may address discharge planning, links between health and social services, treatment-use reviews, and plans for less intensive care. The transition-policy requirement ends July 1, 2027. These changes do not themselves end Medicaid coverage or treatment.
