Broader breast exam coverage in Colorado

Colorado health plans subject to this law must cover annual breast cancer screening for people with at least one listed risk factor. These are age 40 or older, family history, or increased lifetime risk found through a clinically appropriate risk model. Coverage applies regardless of earlier screening results. Screening uses mammograms or other suitable noninvasive imaging recognized by the American College of Radiology or National Comprehensive Cancer Network. Plans must also cover medically needed exams to check abnormalities and extra screening based on personal history, family history, or other risks, including dense breasts. These exams follow National Comprehensive Cancer Network guidelines, and annual screening coverage cannot reduce other diagnostic benefits. Coverage does not guarantee that care is free of copays or deductibles. To preserve health savings account eligibility, the law's deductible requirements apply after the federal minimum deductible; qualifying preventive care is exempt. The act takes effect at 12:01 a.m. the day after 90 days following the legislature's final adjournment. A referendum petition delays that date: voter approval at the November 2026 general election is required, with effectiveness upon the governor's official declaration.
