Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Construction and operating support for housing communities

The homelessness program can fund construction needs at Ridge View and Fort Lyon supportive residential communities beginning in fiscal year 2025-26. Beginning in state fiscal year 2026-27, it can also fund their direct and indirect operating costs. The General Assembly must approve both types of funding each year. Funding can go to the state or another entity, with no dollar amount or direct resident payment specified.

Housing programs get capped funding for administration

The law allows Proposition 123 housing programs to use money for direct and indirect administrative costs, capped at 5%. The cap uses funds received by the relevant division; for local planning, it uses the Division of Housing’s allocation. Beginning in state fiscal year 2026-27, the General Assembly must approve this spending each year. This supports program delivery but uses money otherwise available for program activities.
