Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

Tax break returns for heavy-duty vehicle buyers

Colorado restores a state sales and use tax exemption from August 1, 2025, through December 31, 2028. It covers qualifying heavy-duty vehicles, their power sources, and parts that convert vehicles to low-emitting power. Purchases must meet the standards in Colorado law, C.R.S. § 39-26-719. Buyers' savings depend on the purchase and applicable tax rules.

Higher fuel fee limits for fuel users

Colorado raises the bridge and tunnel fee limits on special fuel acquired, sold, offered for sale, or used in Colorado. The maximum is 7 cents per gallon in state budget years 2025-26 and 2026-27, up from 5 and 6 cents. The maximum is 8 cents per gallon for 2027-28 through 2031-32; the old 2027-28 limit was 7 cents. The statewide bridge and tunnel enterprise can charge less, but cannot exceed these limits.

State funding to administer vehicle changes

The law provides $3,959 to Colorado's Department of Revenue for state budget year 2025-26 to carry out these changes. Money comes from the Colorado DRIVES vehicle services account in the highway users tax fund. It covers $315 for administration staff, $396 for technology services, and $224 for vehicle services staff. Another $3,024 pays for DRIVES maintenance and support. This funds state operations, not direct household payments.
