Low-income utility discounts funded by customer surcharges

Delaware's Public Service Commission can approve discounted electric or gas rates for households eligible for LIHEAP or an equivalent energy-assistance program. Approved rates give a 20% discount on standard residential distribution costs, not the whole utility bill. The Commission must find that the rate serves the public interest. Participating utilities check eligibility each year. Utilities record discount credits and added administrative costs for later recovery through a surcharge on all customer classes. The Commission reviews each approved discount rate every five years to decide whether to authorize it again.
