Lower utility rates for low-income homes

The Public Service Commission can approve a low-income electric or gas rate. If you qualify for LIHEAP or a similar program and your utility offers it, you get 20% off the standard distribution charge. Your utility checks your eligibility every year. The Commission reviews the discount every five years to decide whether to keep, change, or end it.

New surcharge on all utility bills

All customers pay a surcharge on electric or gas bills from participating utilities. It covers the cost of low-income bill credits and the program’s admin work. The surcharge applies to all customer classes. The law does not set the surcharge amount.
