Pediatric nursing homes exempt from assessment

The law updates who counts as a nursing facility for the state quality assessment. A home is excluded if 80% or more of residents are under age 21 on an average day, so it does not pay the assessment. The Delaware Veterans Home and any state, federal, or other public government‑owned homes are also excluded. Other for‑profit and nonprofit nursing homes remain subject to the assessment.
