New felony for shooting at specified places

Delaware makes knowingly or intentionally firing a gun at a dwelling, place of worship, vehicle, or qualifying business a class E felony. “Dwelling” follows the definition in Delaware Code Title 11, § 829. A qualifying business must operate a lawful enterprise inside a permanent building marked with signs. Shooting ranges and businesses that provide places for lawful gun practice or other lawful gun uses are excluded. A person cannot be convicted of both this crime and first- or second-degree reckless endangering for the same conduct.
