New board voting rules and officer limits

The Board now elects only a president and a vice-president each year. Each officer serves 1 year and cannot serve more than 2 years in a row. A majority of members is a quorum. Disciplinary action now needs at least 3 yes votes.

Smaller Manufactured Home Installation Board

The law reduces the Manufactured Home Installation Board from 9 to 5 members. The Governor appoints all members, who must live in Delaware. Seats shift: installer members go from 2 to 1; inspector members go from 2 to 1; public members go from 3 to 2. The installer member must be licensed, and the inspector member must be certified.
