Stronger process for line-of-duty claims

The Insurance Commissioner runs the Fund, receives claims, and decides if a death was in the line of duty. The Commissioner may ask the Attorney General for guidance. If your claim is contested, the Commissioner holds a hearing and you may have a lawyer; uncontested claims can be decided on the papers. The Commissioner can require witnesses and records, swear in witnesses, must keep a record, and must issue written findings with reasons. The Commissioner can set rules for filing, hearings, and decisions, which can clarify steps but may add paperwork.
