Payments to vendors for goods or services to any Delaware state department, commission, or board are made electronically. The State Treasurer pays by direct deposit (ACH), a single-use account (SUA), or the State’s procurement card (PCARD). Paper checks are not used unless both the State Treasurer and the Division of Accounting approve an exception. This rule does not apply to single payment vouchers, one-time suppliers, year-end forced payouts by the Division of Accounting, or legal settlements.
