Larger towns can approve scooter rentals

Delaware municipalities with at least 30,000 residents can allow low-speed motorized scooter rental services. They must expressly approve the services through a local ordinance or other regulation. Rental services remain prohibited in smaller municipalities and in larger ones without local approval. The law does not require any municipality to allow rentals.
