Net-metering customers gain protections, face standards

During the statutory exemption period, Delaware's utility commission, municipal electric companies, and electric cooperatives must update net-metering grid-connection rules. Rules must align with the latest Interstate Renewable Energy Council Model Interconnection Procedures within 12 months of publication. Rules must still consider grid reliability, safety, and capacity. Eligible customers' generators and grid-connected electric vehicles must meet applicable National Electrical Code standards and IEEE, Underwriters Laboratories, or Society of Automotive Engineers standards. Suppliers cannot require customers meeting all applicable safety and performance standards to install excessive controls, perform or pay for unnecessary tests, or buy excessive liability insurance.
