The Delaware Anti-Trafficking Action Council’s director must hire staff and contract for services needed to carry out the Council’s work. Spending must stay within money approved by the legislature or available from other sources. The law provides no new funding or direct household benefit. The number of members needed for a meeting drops from 13 to 10. Most actions require a majority vote of members present. The Chair appoints the director with approval from a majority of the Council’s full membership. The director serves at the pleasure of that majority. Vacant seats do not count toward full membership when calculating the quorum under the director appointment rules. The annual report must explain spending of state, federal, and other funds, replacing state-spending reports at each full Council meeting. For this reporting rule, state funds exclude money allocated for staff positions. The Council can hold virtual meetings that follow state open-meeting rules. A staff member can attend the required physical location instead of, or alongside, a Council member.
