You can ask the Delaware State Police or a partner for a Blue Envelope if you have a disability. The envelope holds your driver’s license, registration, insurance card, and other papers. The outside states that the holder has a disability. It includes short guidance for police on how to interact. It also gives simple steps for the driver to stay safe and communicate during a traffic stop.
