Beginning six months after enactment, Delaware’s Office of Management and Budget must reserve at least one parking space for pregnant people at each of 23 listed state locations. These include four motor vehicle offices, State Service Centers, Canby Park Office, Churchman’s Corporate Center, Robscott Building, and Blue Hen Corporate Center; replacement locations serving the same functions are also covered. Spaces must be clearly marked, and people outside the reserved group cannot stop, stand, or park there or block access. Exceptions apply when needed to avoid traffic conflicts or follow a police officer’s directions or a traffic-control device. These violations are exempt from the civil penalty under Delaware’s Title 21, Section 4178.
