Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

Civil penalty exception for veteran parking violations

Starting six months after enactment, specified veteran parking violations are exempt from the civil penalty under Title 21, § 4178. This covers unauthorized parking in spaces reserved under Title 29, § 6309A, and blocking access to those spaces. These actions remain prohibited. This provision does not name an alternative penalty.

Reserved parking for veterans at Delaware facilities

Starting six months after enactment, Delaware’s budget office must reserve at least one clearly marked veteran parking space at each of 23 listed facilities. These include four motor vehicle offices, state service centers, and other named state buildings. Veterans must meet the definition in Title 29, § 8811. A replacement location serving the same function can take a listed site’s place. Only eligible users may stop, stand, or park in these spaces, and drivers must not block access, entry, or exit. The law also protects marked state parking reserved for lawmakers, staff, state vehicles, offices, and employees.
