Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Pay and job rules for facility educators

DSCYF Education Unit staff use the state education salary schedules: scheduled salary ÷ 0.7 gives 10-month pay; multiplying that amount by 1.2 gives 12-month pay. Staff primarily based onsite at Youth Rehabilitation Services facilities receive hazardous-duty supplements; supervisors receive administrative supplements. Annual pay also adjusts when standard work hours exceed the benchmark in state education law. Employees work 37.5 hours weekly, and DSCYF coordinates school schedules with each facility’s operations. Staff other than secretaries must meet public education employee qualifications, and DSCYF sets their duties. The law does not specify supplement amounts.

Education for kids in state-run facilities

Delaware’s Department of Services for Children, Youth and Their Families (DSCYF) must maintain an Education Unit. The unit provides education to children and youth living in facilities the department operates. It must follow applicable disability education laws. Its students are excluded from the standard school unit-count calculation. The law does not specify how that exclusion changes funding or services.

Loan relief pathways for facility educators

The law gives the DSCYF Education Unit limited local education agency status for federal and state educator loan-forgiveness programs. This status also covers competitive grants offered to and awarded directly to local education agencies, subject to each grant’s requirements. It covers course credits for youth completing credit-bearing courses through the unit and youth returning from department placement. The status does not guarantee loan forgiveness, grant awards, or a particular credit outcome.
