Flexible engineer exams with licensing safeguards

Applicants have no fixed timing limit for taking the Fundamentals of Engineering (FE) exam, including in other jurisdictions. They must pass it before licensing unless covered by the law's exemption. Applicants using the experience-and-exam route must pass FE before taking the Principles and Practice of Engineering (PE) exam. The law removes the blanket 15-year wait for exam attempts, while keeping the PE exam's education or experience prerequisites. Required exams must come from NCEES or be nationally normed exams approved by Delaware's Council for Professional Engineers. Applicants must provide at least five references, including three qualified professional engineers or recognized international professional engineer registrants. Engineer references can hold licenses in Delaware, another U.S. jurisdiction, or an approved foreign jurisdiction; active practice is not required. Applicants must also show the Council that they understand Delaware's engineering law and ethics code.

New rules for engineers taking over projects

Engineers taking over a project or part of one must meet Delaware's licensing qualifications when relying on the prior engineer's sealed work. This replaces the earlier standard based on education or experience in the engineering areas involved. Simply using another qualified professional's work does not make an engineer a successor engineer. Examples include soil reports and legal surveys. Engineers can sign and seal the full project's documents only when those documents were prepared under their supervision and review.
